A data center can bring construction work and a valuable tax base to a community. It can also require major utility investments and change life for nearby residents. A sound decision weighs the specific site, full buildout, public costs and enforceable operating conditions together.

Use this guide to decide whether to support a proposal, seek changes, request more evidence or oppose its location or terms. It focuses on U.S. community review; approval powers, utility rules and public-comment procedures vary by jurisdiction. A data center houses computing, storage and networking equipment for services such as cloud applications and AI, along with cooling and power systems.

The Virginia legislature's December 2024 data-center study found substantial construction-related economic benefits and local tax potential, alongside relatively limited operating employment and concerns about energy growth and residential compatibility. Those findings describe Virginia at the time of the study; use local records to evaluate your proposal.

Find out what is actually being approved

Get the application number and latest dated plans from the planning department. Record the landowner, developer, expected operator, acreage, buildings, phases and requested approvals. Identify whether the decision concerns rezoning, a special permit, incentives or another action, and which parts are already allowed under existing rules.

Ask for a map showing the entire campus, substations, transmission routes, generators, fuel storage, water connections, stormwater facilities and access roads. Include nearby homes, schools, businesses, streams and historic places. Establish the maximum proposed buildout as well as the first phase. Each phase should have its own utility and opening assumptions.

Compare the proposal with credible alternatives: another industrial location, a smaller campus, reuse of developed land, another feasible land use, or leaving the parcel as it is. Ask planning staff which alternatives fit the comprehensive plan and existing infrastructure. Speculative alternatives should be labeled as such.

Separate investment headlines from local returns

Request a year-by-year fiscal estimate prepared or reviewed by the locality's finance staff. Record gross revenue, rebates and exemptions, public capital costs, borrowing costs and added operating expenses. Identify who receives each tax: the municipality, county, schools, state or another entity. A statewide benefit cannot automatically be entered into the town's budget.

For jobs, request separate counts for construction workers at peak, construction job-years, permanent on-site employees and ongoing contractors. One person employed for two years represents two job-years. Ask about wages, training requirements, local hiring arrangements and the share of purchasing expected to reach local firms. Treat modeled indirect jobs separately from verified positions.

Ask how equipment replacement and valuation affect future taxes, and how much of the budget would depend on one operator. Keep household utility costs and neighborhood effects beside the fiscal calculation: some important costs fall outside the local government's accounts.

Make electricity and water commitments specific

Electricity: capacity, timing and who pays

For scale, Berkeley Lab's account of its 2024 national study estimated that data centers used 4.4 percent of U.S. electricity in 2023. A national estimate supplies context; the local utility's project assessment supplies the decision evidence.

  • Request peak grid demand in megawatts (MW), expected annual electricity use in megawatt-hours (MWh), and the ramp-up by phase. Confirm whether the stated MW describes computing equipment alone or the whole facility.
  • Ask the utility to identify required generation, transmission and substation work, the capacity it has actually committed, and remaining approvals. Separate requested capacity from a confirmed service arrangement.
  • Identify the approved rate schedule and responsibility for upgrades, minimum payments, deposits, cancellation and early closure. Ask the utility regulator which risks remain with other customers.
  • For clean-energy claims, ask what is being purchased, where and when it is generated, and how it relates to the site's hourly demand. For proposed demand reduction, ask how much load can actually be reduced, for how long, and how performance is verified.

As a concrete example of cost protection, Ohio's utility commission adopted an AEP Ohio data-center tariff settlement in July 2025 addressing the risk of underused infrastructure. Its action illustrates why the actual service terms matter. It supplies no guarantee about a different utility's rates or a particular household's future bill.

Water: peak-day demand and drought resilience

Cooling design matters. In an evaporative system, water carries heat away through evaporation, with additional water discharged to manage mineral buildup. A recirculating loop can still be connected to equipment that consumes water. DOE's cooling-water guide explains the system and defines water usage effectiveness (WUE) as annual site water use divided by computing-equipment electricity use.

Ask for annual volume and peak-day demand, in clearly labeled gallons or liters, at each phase. Identify potable, reclaimed and other supplies; distinguish water withdrawn, water consumed and water discharged. Get the water utility's assessment of source availability, treatment, pipe capacity, drought conditions, competing commitments and upgrade costs. Include wastewater and blowdown handling.

Ask the design team to compare water-saving alternatives with their electricity and noise implications. A low WUE or efficient power usage effectiveness (PUE) describes a ratio; community planning also needs absolute totals. Request measurable drought actions and a responsible agency, with the consequences of restrictions clearly explained.

Evaluate everyday life around the site

Noise, appearance and construction

Request a baseline sound survey and a prediction for full operation at nearby homes and other sensitive locations. Have an acoustical specialist address nighttime conditions, continuous tones, low-frequency sound, simultaneous equipment operation and generator testing. Ask what will be measured after opening and after expansion, and how residents can obtain a response to complaints.

Fairfax County's 2024 adopted amendment offers a local example of using zoning provisions to address data-center siting and operation. Check your locality's current rules and their applicability to this application; a setback from another jurisdiction is not a universal assurance of acceptable noise.

Inspect views from neighboring properties, including elevated equipment and winter conditions when vegetation is sparse. Ask for lighting controls, truck routes, construction hours, dust management, erosion and stormwater plans, and responsibility for road damage. Compare construction traffic with traffic during normal operation. Assess the cumulative effects of nearby approved and proposed campuses.

Air emissions and emergency planning

EPA's data-center air-permitting resources identify combustion engines and turbines as regulated sources and explain that state and local agencies issue most data-center air permits. Obtain the project's actual equipment list, fuel types, permit applications, allowed operating conditions and emissions assessment.

Distinguish routine testing, outage backup and any planned regular on-site power generation. Ask how multiple units operating together are evaluated near homes and schools. Have the fire department and emergency planners review access, fuel and battery systems, training needs and who funds additional public capabilities. Technology labels alone leave these questions open.

Turn assurances into reviewable commitments

For every condition you want, record the obligation, responsible party, measurable limit or deliverable, due date, verification method and remedy. Ask the relevant authority and its counsel which provisions can lawfully be imposed through zoning, permits, utility terms or an agreement. Different decisions may belong to different agencies.

  • Before construction: identified utility funding, approved phase limits, construction controls and baseline measurements.
  • Before operation: completed mitigation, required permits and documented testing under representative operating conditions.
  • During operation: reporting of agreed resource and noise measures, complaint response deadlines, independent checks and corrective-action procedures.
  • At expansion, sale or closure: review triggers, transfer of obligations, removal or reuse plans, and any required financial security.

A proposed training program becomes assessable when it names the provider, funding, places available and start date. A promised heat-reuse or broadband benefit needs an identified recipient, connection plan and funded delivery agreement before you count it as a local gain.

Choose a position you can explain

Support

The evidence shows a suitable site, credible net benefits, feasible utilities and acceptable impacts with accountable delivery.

Seek changes

The project could work with a smaller footprint, different equipment placement, stronger cost protection or specific enforceable conditions. Name the changes required for your support.

Request deferral

A consequential study, service commitment or fiscal assumption remains unresolved. Identify the missing evidence and a review point before the decision.

Oppose the proposal

The location, resource constraints, public obligations or residual impacts remain unacceptable after feasible alternatives and mitigation are considered.

Bring these five questions to the hearing

  1. What is authorized at full buildout, and what decisions remain open?
  2. What net local benefit survives a delayed opening or smaller project?
  3. Who pays for power and water infrastructure if expected demand fails to arrive?
  4. What impacts will the nearest residents experience, and what changes address them?
  5. Where are the commitments written, who enforces them, and when will results be public?

Use the editable community review worksheet to record document dates, evidence gaps, affected groups and your conditions. Mark each claim as documented, projected, promised or unknown. Record both who benefits and who bears the burden, including renters and nearby residents who may receive little direct benefit.

Check the official meeting notice for deadlines and submission rules. Attach specific document references to your comments and keep a copy. After the vote, compare the final approval with the conditions discussed, then follow the published compliance reports and later phase applications.
