INSTRUCTIONS
Preserve original events. Build a ledger with stable session references and a
documented duplicate rule. Apply the correct tariff version. Hold ambiguous
records for an approved exception process. Reconcile retail and wholesale
totals separately. Use test identifiers; protect actual customer activity.

FICTIONAL EXAMPLE - USD, no taxes, fees or other costs
Access server: A; session: S-104; final duration: 1250 seconds.
Retail: USD 0.10 per STARTED minute, capped at USD 3.00 per session.
Billable minutes = ceil(1250 / 60) = 21.
Retail = min(21 * 0.10, 3.00) = USD 2.10.
Wholesale: USD 0.06 per STARTED minute, no cap in this example.
Wholesale = 21 * 0.06 = USD 1.26.
Difference = USD 0.84 before other costs; this is NOT net profit.
Retransmitted final record: retain evidence, create NO additional charge.
S-105 with missing final duration: hold for documented exception handling.
