Registered IDs: L001, L002, L003 (one facility each).
Open ticket IDs: L001, L001, L002, L099.
Aggregate first, then retain all registered facilities in the join.
Mapped counts: L001=2, L002=1, L003=0.
Unmatched: L099=1. Reconciliation: 3 matched + 1 unmatched = 4 tickets.
Expected output: 3 mapped facilities and an exception report for L099.
