PURPOSE AND INSTRUCTIONS
Use with a qualified assessor to compare a building efficiency proposal. Complete the baseline before removing old equipment. Keep bills and measured data with this record. Record uncertainty and who is responsible for each estimate.

FICTIONAL CHECK
Old lighting: 12 kW, originally 3,000 hours = 36,000 kWh.
Reporting-year hours: 3,300. Adjusted baseline: 12 x 3,300 = 39,600 kWh.
New lighting: 8 x 3,300 = 26,400 kWh, with required illumination maintained.
Savings: 13,200 kWh (33.3% of adjusted baseline).
At fictional $0.15/kWh: $1,980/year. Added service $180: net $1,800/year.
Fictional installed $9,000 / $1,800 = 5 years simple payback.
Excludes financing, demand charges, taxes, tariff changes, degradation and HVAC interactions. Substitute project data; preserve the same comparison boundary.
